[BC] Usefulness of EAS

My understanding is the use of AMBER is for a true kidnapping where the
abductor is not known at all except for a license plate and other
discription. AMBER is not to be used as a tool in any form of custodial
condition.

Unfortunately, 1/2 of the CAE's in Illinois the past few months have
involved non-custodial parents.  Which to me is simply an utter waste of
the resource.
