   I agree completely, our (previous) head of EOC operation stated in a hurricane seminar:
   "We endeavor to err on the side of caution, we would rather chase all low lying residents out of 
the area 100 time for no true reason than not give the evacuate command in time"  and they proved it 
by having us move our MCR to the transmitter (to operate for 12 hours) for no good reason over and 
over and over.  (Hillsborough County, Florida.)  He said they PLAN on erring, they do it on purpose, 
xxxxxxx government employees.
