That is the big problem.  Pirates, in most cases, do vastly more to support their community than the corporate crap we have today.  As I recall, that was the intent of the license.  So the commission "answer" to pirates was LPFM, where it is illegal to make money, thereby continuing to protect the corporate crap.  This is a battle which won't end until the commission recognizes reality.  When a pirate can outperform the big boys, in all areas that supposedly count, but can't get a license to compete with them, something is wrong with this picture.  What I would love to see is a pirate getting out an emergency warning (and getting response) way ahead of a corporate station, which isn't hard to do (see B93.7 Grand Rapids Birthday Bash concert flood).  http://www.radiosurvivor.com/2009/07/01/clear-channel-station-cant-trust-its-own-forecast/
