[BC] Switching Cell Phone Carriers

Porting between cellular providers is pretty seamless.  I have done it  
dozens of times and it generally doesn't take more than 10 minutes.   
Corporate accounts and personal accounts went very well.

However, porting between landline to landline or landline to cellular  
or the reverse can take several days.  Though it was allowed, it was  
never the intent of the rule.

The initial rule was to allow people to change cellular providers only.

On the other hand, my wife and I had a hard time moving from Nokia  
6340i GAIT phones to iPhones.  It seems the speciality of the GAIT  
phones kind of got into the way.
