Bluff. The Nazis were masters of psychological terror, or so I'm told.
I'd ride around and glare ominously at everybody, and then I'd grab
somebody at random from a cluster of houses or apartments, shake them,
and say, I've got you, you schwein! The meters, they cannot be
fooled!
Herr Victim would say, Nein! It's the neighbors! I heard them myself!
Then you've got probable cause to bust down the neighbor's door.
Wait, no, probable cause is an American construct. I'm mixing up my
fascist regimes, sorry.
