[BC] FEMA/ EAS CAP Update Broadcast

[Douglas Broadcasting]

Jim Gorman (Gorman-Redlich) and Darryl Parker (TFT) both assured me at the NAB that their converter boxes, when used with their proprietary systems, were indeed complaint. Didn't check Sage. Both companies' displays were pretty high-profile with their boxes.
