What rebroadcast of digital?  The CAP message can contain embedded audio if done right and that is something that any Radio station can rebroadcast and should.  Perhaps the transmitter Site EAS gear needs to be in the studio?  How far away is the LPFM transmitter from the studio anyway?  73.853
