        Old story. Of course, the FEMA is not the FCC. 
        Communication is not    a valid option.

        CAP is immediately more useful for TV than radio.
        Still, there are benefits.

        Mostly it is a "gift" from NAB: While translators and
        satellators don't have to have EAS, LPFM's do ... it
        is another way the NAB decided to stress the
        LPFM finances.
