According to the FCC at NAB last April, there will be no extension this 
time.
I have heard this from various other sources as well and believe it.
Also, the FCC has removed the Non Participating option.
This one never made sense anyway. You still had to buy the equipment to 
know when to go on, and off, the air.
Everybody plays now!
