Some of the key points

The FCC announced on the web broadcast that June 30th is when stations *must* be capable of receiving CAP/EAS 

The FCC is not expecting all new State Plans at this time. They ask for amendments to show how the CAP requirements are handled and how aggregation and monitoring is being done in those states where it is being done. The FCC is also not expecting the "mapbook" at this time.

The capacity of the server was exceeded. Some dropouts, some get no video, etc.
And some, like my WinXP machine couldn't connect at all.
