Let's get the fact straight.  The Fairness Doctrine has not been
abolished.  It has simply not been enforced for over 20 years.  Until a
NPRM is circulated and R&O issued, a Declaratory Ruling released, or a
federal statute is enacted, the FD will remain on the books and left
dormant for some other generation of politicians to deal with in one for
or another.
