Even if it was a 45 (or even 55), it was still pretty light for any load
more than itself when run under Rev F or G. If it was built in 2000 as
mentioned, then Rev F would have been the likely standard used in the
design and sealed by the designer.

Skirts add all kinds of load by their very nature.

What I find infinitely amusing is at that tower height, the as-installed
cost for comparable structures is generally within $1000 from Rohn 25 to
65 or a similar solid leg tower. So many managers fail to realize there is
a significant cost adder for more guy line levels and labor to stack
narrower steel one section at a time.  But the fatter tower is far more
stable and robust than a narrow face tower of either tubular or solid leg
design.

I've been down this road several times and have the spreadsheets to prove
it...
