[BC] Starting the new month with a $17k NAL

I had dealings with him a few years ago, bidding on an upgrade to one of his stations.  I gave him a VERY reasonable and competitive price, and was basically insulted that I was ripping him off.  Doesn't surprise me he wouldn't pay to repair a fence.  Karma's a bitch.
