 Faster, cheaper, easier for all concerned.
 Reference stakes out on the ground some distance from the tower
 are also a real big help.

 But the rules say the surveyor is right, even if he/she is wrong !
 We don't really care if it's right, as long as the surveyor says it is,
 and signs the affidavit to that effect.
