[BC] Orienting a Directional FM antenna

At WKTO's original site, the surveyor said it was off too much for him 
to sign off on it.  The crew went back up, and moved it in accordance 
with what he explained to them to do.

Then when the surveyor came out again, it was dead on; but it could have 
resulted in a third trip had the crew "missed the mark" again.

In the end a surveyor "walks it on" whether the crew coordinates with 
him in real time, or offset time.
