[BC] Orienting a Directional FM antenna

FCC wants to see a surveyor's certificate of measurement that the antenna is aimed the way the manufacturer says it should be to meet the pattern. Most stations that I know of have the surveyor on site when the antenna is mounted to "walk it in" with the tower crew.
