"Daviess County EMA is testing a new text alert warning system. If you receive a message about a "civil emergency" this message is not from 14News. It is only a test from Daviess County EMA. 

Here's why: 

Daviess County is testing a new alert system that uses text messages. 

When they sent the message at noon it "crossed servers." 

Apparently the system they are using, the national warning network, is "bleeding over". 

They are trying to find out exactly what this means.. and why it happened.
