[BC] PSRA/PSSA Authorizations

A few years ago, I tagged along [provided transportation] when Barry M. 
visited WTOP. They had bought 1050 fairly recently.  The story I 
remember was that they couldn't find any paperwork for the PSRA/PSSA. 
The FCC couldn't either.  Bonneville (owner at the time) wanted to do 
things right. Bonneville / Washington got a couple of their engineers 
accredited as "Researchers" and went through box after box of FCC papers 
at the National Archives facility at Adelphi, Maryland.  They eventually 
found the paperwork.  Not many organizations would expend so much effort.
