About 5 years ago an FCC field agent told a conference they don't just "stop by" stations anymore.  Between a rise in stations participating in alternate inspections and a lack of time on the agent's part, they now focus more on "surgical strikes" to visit one or two pre-determined places in an area.  The "surgical strike" could be investigating a complaint or a random inspection, but unless a situation really warrants it they won't visit anyone else.

That said, it's always a good idea to keep your nose clean...
