Not sure how applicable this is for you, and other more RF intensive
folk might understand it better than I, but i got one of these for my
backup site with a Nautel VS1 plugged into it. 1kW in and it gets
about 2/3 of my main coverage with 5kW of input into a 4 bay vertical
at 1/2 the height. Of course i don't get nearly the building
penetration as my main rig does, but it certainly does the trick to
keep me on the air.

I put it on top of the penthouse of a dorm building on campus, which
is about 188 feet AGL. The RF exposures at full power don't even touch
the roofline of the building, they're about 20 feet over the side, so
"human exposure limits" are well within tolerances.
