Things may have changed by now, but when I changed my ham radio address from Massachusetts, call K1KLR, to Pennsauken, New Jersey, call W3CBD, the cops arrived at my door before my new ham ticket! They even searched by apartment (without a warrant) looking for the radio equipment which I had no longer had. They thought that transferring the address for my ham ticket constituted "probable cause" that I was a television jammer.
BTW, there was a lot of jamming in the area and I traced it to a precision metal shop that did RF welding of exotic materials. The shop moved out of the residential area shortly after I reported it to the FCC.

Oh yes they do! They pin the RFI complaint on the guy with the most Metal in the air.
