In most cellular phone systems, timers are usually a function of a setting
in the carriers switch.  It typically is software added by default when the
site or a new option for customers is turned on.  In your case I suspect
that you cannot change it, unless you have the ability to shut it off
entirely like on a Kindle notebook.  Phone apps may have some customer phone
sections buried deep within a menu, or in terms you would not understand
unless you work for them, ie:  it could be a hex function rather than a
decimal function.  Call the carrier or run into a sales office and ask for
the guru of the store.
