Well I think this will work for you.
Go to settings and turn off background sync and VZW backup if VZW handset.
Go to Privacy / location Turn off  "use network location service" if it's on.
Place the unit in Airplane Mode
Go to settings and turn on WiFi
should be right on.
Keep an eye on the radio indicator, if the radio pops on un-commanded
the first 30 min
Get a task manager from market, look and see there is some carthrier
supplied fatware like My Verizon running. either trash or disable it.
go back to airplane
Turn on wiFi

On the motorola platform the cell radio can be controlled by a carrier
supplied fat app. A fatapp is an app  that is branded for the carrier
and attached to the Root.

I have quite a few moto platforms frohave  the droid to droidX I h. ve
unlimited data on my samsung Galaxy PAD.   put it in mobile hotspot
and use all my droids with VOIP on the hotspot.
Get SIPDROID app and sign up for free line at pbexs.org use your sip
port for voice.
Not illegal nor against policy. WiFi is legal on aircraft now.
