 Yes, the conductivity of sea water is high, but that doesn't really
 matter until *after* the wave is launched, and departed the
 near field, so there's no good technical reason to want to
 "couple" to the oceans. 

 Now, traversing a bay or some such, in order to reach a
 target market across the sound, then sea water between
 can have advantages.
