I spose it could, but I don't see why anyone would go to that effort. In
a salt water environment, it's not just what is immersed in the water
but everything in close proximity to the water. Said another way
whatever you used to couple with would be just as pron to corrosion, as
items immersed. Salt spay will git it if direct salt water doesn't.
Bottom line, while it might work, it's not likely to assist with the
problem. 3" .032 or larger strap seems to be the longest lasting
coupling method.
Back to the question, I have seen in the HAM world where some were
inductively coupling to water
