[BC] Lightsquared vs FCC

Let's make one thing perfectly clear. The denial strictly applies to 
LightSquared's terrestrial transmitter roll out. Their satellite only 
operation is not impacted by this determination.  Never the less, it 
puts a big spike in the coffin and raises many questions about their 
overall viability.

I will say, at least the NTIA has the stones to call this pig,despite 
the lipstick and make-up, a pig.
