Poor ground conductivity affects the "far field" while a good/bad ground system will have a greater effect in the near field.  So improving your ground system will not likely make up for having a "4" conductivity ....your coverage will still be linited.
 
On the bright side...at least you don't have a transmitter site on Long Island where the conductivity is "0.5"
