Couldn't the feed line be run up inside the tower?  Seems as though it 
could, at least with an open-lattice type (the usual form) tower.

That being the case, it might be less expensive to go with that sort of 
an arrangement if a traditional ground radial system is otherwise 
impractical and if there's enough room for guys, etc.

Getting a "base current" reading might be a tad difficult, though.  
Although if the FCC were to let you build one in the first place, you 
might be able to get a waiver on the direct-method...
