Why not just put a "base" insulator at the midpoint instead of skirting 
the tower?   Bottom grounded.

Same effect.  With both halves on insulators, the dipole would be closer 
to being "free space", although it'd need to be further up that the few 
inches of a base insulator to really" be free-space...
