Suggest you re-read/re-study the benchmark experiments of Dr. George Brown, 
et al, published in the June 1937 issue of the Proceedings of the Institute 
of Radio Engineers.

It clearly shows by real world measurements that the groundwave field 
intensity at 3/10 of a mile over real earth of low to low-average 
conductivity is highly dependent on the density and length of buried ground 
radials in the r-f ground system used by a vertical monopole.

The findings of this BL&E paper became the basis for the minimum 
"efficiencies" required by the FCC for various classes of licensed MW 
broadcast stations, to this day.
