One point to consider is mechanical integrity. Anyone experienced with 
counterpoise systems are aware of problem with ice and wind. I worked on 
a project where the counterpoise consisted of one inch pipe just to 
avoid weather issues.  I firmly believe that grounds should be 
underground unless it is otherwise impossible or a counterpoise is required.
