This kind of thing isn't going to end until all states pass laws making copper theft a felony, and then requiring scrap metal dealers to get info on the people bringing the copper in. WV is proposing a felony law, and many states, MS among them, now require all sorts of ID and procedures to sell copper to a scrap dealer.

Too bad our industry won't get together and push for this in all states, or even at the Federal level (hello, NAB?)
