[BC] prosecuting FCC violations

Remember that the FCC does not need to prosecute when they
fine licensees. You pay or else.
Just try to file anything if there is a "red light"
violation for unpaid fines, even fees or regulatory tax.*
Of course, the pirates--unless they are in Florida or
Pennsylvania, probably don't have to worry about losing
anything. As noted, the Justice Department has more
politically rewarding axes to grind. No, scratch
Pennsylvania. Those Pittsburgh pirates have a hard time
winning anything.
*A tax by any other name is still a tax. What, exactly, do
these clowns do for me to justify calling it a "fee."
Certainly not what they were set up to do --protecting
against interference.
