This seems to be going against established thought that the Commission
was only interested in using Enforcement as a profit center. When one
sees all of the EAS, unlocked tower gates and Public File fines, one
would think the Commission was going after the low-hanging fruit.
Chasing pirates off the airwaves is a noble action, however, it can't
fill the Treasury as quickly as busting real businesses with the
ability to pay fines with real money.
