 OK, let me amend my statement.
 I can think of no *technical* reason.
 Promotionally creative use of dead air, or no air, being outside
 the pervue of engineering, usually.

 I'll admit to having used the "be the tenth caller with the exact
 total time we've been off" gambit with good success.
