It's hard to believe that they can't throw something up to give them some kind of signal during the construction.  Maybe that's just the Ham in me talking, but even with a sole tower down, I've never had one of my stations lose more than 8 hours on the air, although some of the "temporary repairs" were pretty rube Goldberg, but the station had at least partial coverage.
