Yes, and most laugh at you unless you're a colocated customer or a
dedicated server customer. SWaaS (SoftWare as a Service) vendors could
care less, and they just assume it's on your end mostly, simply
because their network "shows nominal". Some will actually log into the
server and make sure the service is running.
There's a lot of things that can go wrong between you and the host
your feeding your stream. A lot of times the problem is a failed
router somewhere between you and them, or network congestion. Rarely
is it on either end of the actual connection.
