EXCEPT for the legality.

Most, if not all, receivers work at 3%, but it isn't legal, and gains  
NOTHING.

Really, leave it at 9%,

It is in the middle of what is legal, allowing you and your equipment  
to be wrong and still be legal if the FCC checks.

Your choices should be 9% or zero.
