I've never been there, but would be happy to go!

But, I understand the power stations are roughly at sea level, very  
near the shore.  In such a case, you shut down the engines so that  
they are not destroyed by ingesting sea water from the tsunami wave.   
Once the wave passes over the power station, you clean up, and restart.

If the engines ingest sea water, you either need a new engine, or a  
very expensive, very long term engine rebuilding.

The radio stations should have back-up power, out of range of any  
tsunami wave.

While the power company may have acted early, they acted in the best  
interests of the public in the long term.
