[BC] Locked panels, Google Maps

No, SE DC is home of the Navy Yard, and Bowling AFB.  Bowling's  
runways are now parking lots and roads.  Buildings have been built on  
them.  Stupidly, we didn't move National Airport to the other side of  
the river because Bowling had MUCH better runways than National.  Of  
course, some people thought we should close National completely,  
moving everything to Dulles.

Frankly, there is nothing much is SE DC worth protecting!

Andrews Air Force Base is well out of DC, in Maryland, outside the  
Washington Beltway -- well, kind of on the Beltway, which is I-95.
