[BC] FM Stereo Question

I'm currently using an Innovonics RDS encoder.  The instructions say that it requires the 19 kc pilot.  I've tried unplugging the pilot, and sure enough, the display goes away.

I've used a Pira-CZ RDS encoder before, and it does not require an external source.  That is looking like a cost-effective solution.
