[BC] Reason to lock breaker panels

Because not all adults are mature.  My father did side work in apartment building maintenace.  My brother and I sometimes assisted.  More than once, when we turned off a breaker and locked the panel, some yahoo in a wife beater t-shirt would come stumbling down the hall spilling his beer, cussing and wonderin if we knew who locked the g'ding breaker panel cause his TV weren't on and he had a bet riding on the game. 
 
That's why you can lock breaker panels, so that circuits turned off, stay off and critical circuits turned on, remain on unless tripped, or changed by a responsible adult.
