Huh? Maybe your "circuit breaker panels" (we call them distribution 
boards "DBs") are different to ours here down under.
With all the ones I've seen, the cover panel cannot be removed without 
opening the locked door. Basic safety measure.

You mean you've never suffered from somebody either mistakenly or 
mischievously turning off some critical breaker?
It's not impossible with a locked DB - but it does improve your odds.

Some of my standard questions at a remote (Outside Broadcast) prelim 
site visit have always been:
1. Where's the circuit breaker for that power outlet we'll be using?
2. Who has access to it?
3. What other services/tenants are on the same breaker?
4. We need direct access to that breaker panel (incl all necessary keys 
and access codes) across the entire setup and broadcast time.
The last point is made as a statement not a request.

If I don't get satisfactory responses, even after explaining why it's 
important, then I'll report back to programming/sales that the venue is 
unsuitable because there's a possibility of power problems during the 
broadcast. They can choose to take the risk or not. That's not my call.
