Just mention to your guy that those ends will be "hot"
because the impedance out there goes very high so you
may need anti-corona type insulators. 

Since it is a change in your license you will need to 
file for a CP but the FCC has authorized elevated grounds
even for DA's so it should not be a problem. Plus you have
the reason of multiple thefts of buried copper.

Once you get the ground system fixed then you can work with
the skirt so you get good performance. Without a good
ground system though, working on anything else is a waste 
of time and money.
