I have the answer, and it is easy, and non-technical.
If no one every responded; in no one ever bought anything from them;
if everyone ignored it, it would stop in a few weeks at most.
The only reason jerks send SPAM is because IT WORKS!
When it costs a small fraction of a penny to send each SPAM message,
so as long as there is even a very small rate of return, it will
continue, and continue to get worse.
The real problem with it is that all the expense is on the receivers
end. It costs very little to send it, and a great deal to fight it.
Larry, if you got all the SPAM sent to you, you wouldn't be able to
use e-mail at all.
