If you get the full OEM version, as I did, from a local consultant, 
Microsoft will send you back to the seller for any technical support. 
My guess is that Dell won't offer support, either, if you didn't buy 
it from them. Fortunately, I have an official XP upgrade disc so I 
get tech support for almost anything. There are a few important 
files, primarily for repair, on the full disc that aren't on the upgrade.
