Hi Scott,
 
A typical skirt consists of 3 or more wire drops.  Symmetry about the tower is important for drop wires, so I'm thinking that using only 2 wires on a 3 sided (or even a 4 sided)  tower will result in some pattern distortion. You may end up with an egg-shaped rather than a circular pattern. 
 
The FCC may not be very pleased with something such as that being submitted for licensing. They could by a stretch of the imagination consider it a directional pattern.
