[BC] Poor Reception Areas

And in the DC area, there are VEs that pass people who are not able to  
pass.

It is pretty much a ethnic thing.

If you come in, and are the right _______, you get your license.

It is sad, and the FCC KNOWS about it, but will do nothing because of  
the group...
