 If the license is old enough to have been a real one, ( pre-volunteer
 examiners ) I'll lend some credence. Otherwise, it means nothing
 to me as far as competence goes.
 There are too many who demonstrate that a "modern" amateur 
 license is merely a starting point. Nothing wrong with that in and
 of itself.
 Even among the old licenses, I often found that Generals ( and
 some Techs ) were more competent that Extras.
 These days, it's what can be demonstrated, licensed or not.
