Also note that ground conductivity is a misnomer. It is really relative attenuation because of an imperfect path, mostly resulting from dielectric losses in the soil. It is not the "conductivity" one would measure with an ohmmeter or megger. In addition, is has virtually nothing to do with the ground system at a transmitter site. That is a separate issue.
